SAM.gov Registration: A Step-by-Step Guide for New Contractors
SAM.gov (the System for Award Management) is the front door to federal contracting. Until your business has an active registration, you cannot be awarded a federal contract — full stop. The good news: registration is free and you never have to pay a third party for the registration itself.
What you need before you start
- A Unique Entity ID (UEI): issued through SAM.gov itself — it replaced the old DUNS number.
- Your legal business name and physical address exactly as they appear on official documents.
- Your EIN / Taxpayer Identification Number from the IRS.
- Banking information for electronic funds transfer.
- Your NAICS codes — the industry codes that describe what you do.
The registration steps
- Create a Login.gov account and sign in to SAM.gov.
- Request your Unique Entity ID and validate your entity details.
- Complete the entity registration: business information, NAICS codes, points of contact, and financial details.
- Complete the representations and certifications (the "reps and certs").
- Submit and wait for the registration to become active.
How long it takes
Entity validation can be near-instant or take a week or more if your information doesn't match government records. A complete registration typically becomes active within a few business days to a couple of weeks. Registrations must be renewed annually — let one lapse and you drop out of the pool.
The mistakes that cause delays
- Name and address mismatches: entity validation fails when your details don't exactly match IRS and other records.
- Wrong or missing NAICS codes: these determine which set-asides and opportunities you're eligible for — choose carefully.
- Skipping certifications: if you qualify for 8(a), SDVOSB, WOSB, or HUBZone, pursue those separately — they're not automatic in SAM.
- Letting it lapse: set a renewal reminder well before the expiration date.
